The Chinese Council of Advanced Policy Studies (CAPS) is a non-governmental independent public policy research institution established in 1992. CAPS’ main research interests are two-fold: one is to focus on the study of mainland Chinese military modernization and its impact on Taiwan Strait and the Asia Pacific regional security environment;  the other is to look into emerging security issues in the AP region and identify Taiwan security interests in the changing environment.  CAPS published its research works in Occasional Paper series, conference proceedings, books, and monographs.  It also provides its research findings and policy recommendations to government decision-makers.  

中華民國高等政策研究協會（簡稱CAPS）成立於1992年，是獨立的非政府公共政策研究機構。中華民國高等政策研究協會的主要研究方向有兩個：一是關注中國大陸軍事現代化及其對台灣海峽和亞太地區安全環境的影響；二是關注亞太地區新興的安全問題，並探討台灣在不斷變化的環境中的安全利益。中華民國高等政策研究協會過往的研究成果以論文集、會議論文、書籍和專著等形式發表，並向政府決策者提供研究成果和政策建議。
